The cozy diner exudes a welcoming charm with its limited bar-style seating for about eight patrons. The atmosphere is intimate and quaint, perfect for a quick and satisfying meal.

If I could give no stars I would after today's experience.
Bills Hot Dogs 2, 848 Providence Road, Chesapeake, VA 23320. (Use to be on the corner of Liberty & Poindexter) A co-worker and I had gone there for lunch today and as we were walking by the line of cars I noticed a little black dog inside of a black dodge caravan. The back window was rolled all the way down and it was 93 degrees outside. He popped his head up as we walked by and was panting heavily. I mentioned it to my friend and went inside to sit down. Of course it made me anxious seeing the little dog sitting in the front seat with it being very hot outside. So when the waitress came over again after we had been sitting there for about 10 - 15 mins, to bring us our food, I asked her if she could ask around to see whos vehicle that was with the dog in it. She was helping other customers, ringing them up and when she came back she said that the dog is well taken care of and he treats his dogs exceptionally well. She pointed down to the 2 older men in the booth and said he probably even has water in the van for the dog(s). I only saw 1 dog but ok. So she knew whos the van was and didn't have to ask. Well after about 30 mins I called the police. I felt as though I didn't want to cause a scene or make my friend nervous in a packed restaurant. I called the non-emergency number and had walked outside to check on the dog 3 to 4 times. Like I said I was nervous about the whole situation. Then the gentlemen were getting up to leave and walked out. I walked out and was going to say something but he had already pulled out of the parking spot. As I walked back in the "cook/owners daughter" had made a comment to the customer sitting at the bar. When I had sat back down she had said "those dogs are spoiled and well taken care of" loud enough for me to hear on the other side of the restaurant and continued with the rant. I finally had spoken up and said "I am not so sure that leaving a dog in a vehicle in 93 degree weather constitutes as being well taken care of." And the "cook" yelled, "THE WINDOWS ARE DOWN." And I said it is 93 degrees outside honey and it's only 1 back window as the dog is sitting in the front. She then proceeded and yelled at me "why do you have to be a Karen?!?! Why don't you mind your own business!!!" The customer at the counter had even said "what? Wait there are dogs in that vehicle?" The "cook", " yes but they probably have ice water and food in that vehicle." I contacted the non-emergency number again to tell them that they owner of the vehicle had left. I didn't see the dog anymore when they got in the vehicle so I hope he was ok. It is a shame that this establishment condones their customers to leave their animals in their vehicles for 45 to an hour while they eat and then when someone is concerned a worker lashes out the way she did today.
